And currently, the answer is... not a lot.
He'd be a disappointing signing for £30m at the moment, let alone £89m.
That said, it's hard to know how much Mourinho's approach is limiting him, and I hope that he will improve next season.

Serie A will always be dominated by Juventus, they are super rich compared to other clubs, no other club in Italy could afford to splash out on the price of Higuian etc

Gerrard was in no way a luxury player at that age (and it's a bit of a falacy to suggest he was ever really). He was absolutely a box-to-box and then onto more of a forward but that that age Gerrard was an all action, tackling, ball carrying, passing monster.
He didn't let people jog past him that's for sure.
As a like for like comparison, Pogba stands out ahead of Gerrard and Lampard in the league.
Obviously its been a disappointing season for him so far, as he has struggled to have the impact he provided in the Serie A.
If he performs like he did last season then it is highly likely that he can surpass Gerrard/Lampards careers. He has a lot of attributes.

What do Alli's performances have to do with Pogba's? Also are you saying that players should be judged equally irrespective of the fee and the reputation?
If he's got this big rep and he's got the big fee then we should judge him accordingly.
I do think if a 23 year old Englishman was Utd's highest chance creator and dribbler they would be getting praised, yes

Tactics and discipline to them (and I don't agree about Gerrard as I find it lazy) is different. As said you would never have seen Gerrard jog back while people broke past him. You just didn't.

I couldn't give a crap about Gerrard and Lampard. Just think Pogba is overhyped and overpriced from what I've seen from him in the last 2/3 seasons.

It's still his first season in the prem, yet he has 8 goals and 4 assists this season. Not the best at all, agreed. I can only see him improving. Hit the crossbar at least 5+ times.
Can only improve under the guidance of Jose, and the new players that will come in next season
I would compare Pogba to Winjaldum. Both have been fairly solid, keep things ticking in the middle and chip in with the odd goal.
A decent signing for £25m. Pogba is going to have to be very special next year to justify anything like the hype the OP has given.

Roma tied the record for consecutive wins in a row in any of Europeans top 5 at the start of one of the seasons Pogba joined. That Juve side where just phenomenal.
Got to the CL final a few seasons after after dominating a lot of teams who would walk the PL.

I feel it gets out of hand though. A lot of Dele's performances have been dreadful and nothing is said in the media, but if he was French and cost £89m, they would be. That clouds actual judgement of how good a footballer is, to the point where casual fans might think Dele is actually a better player

One thing I do feel is important to consider, however, is that certain managers will make certain players thrive.
Look at Pochettino with players like Rose and Wanyama - he works with them and has brought the best out of them.
My concern with Mourinho is that his fixation with getting the team to play a certain way will only benefit a handful of players, and Pogba (like Rashford & Martial) is not one of them.
I'd be fascinated to see him under a different style, though his current workrate is a cause of concern.
Pogba has also reached the final of the Champions League and the Euros, importantly as a key player in both teams
