Of course he did. Was he fouled though? If the answer is yes, as the referee thought and they thought retrospectively, then he doesn't get punished. Which is what happened.
Dermot Gallagher on sky sports reff watch called it as a penalty and he has reffed at the highest level , I thought it was a nailed on pen myself, don’t no why the spurs fans are having a hissy fit about it , hilarious though 😂

A player is ‘highlighting a foul’, now?
If you fall to the ground when you don’t need to then you’ve dived. You’ve cheated.
You have absolutely no right to decide you’ve been fouled and fall to the floor to alert the referee.
The referee makes a decision based on the extent of contact, so clearly by falling to the ground the player (in this case, Salah) has intimated that the contact was greater than it actually was and this influences the referee into awarding a foul.
The idea a player can be in charge of whether he’s been fouled and it’s acceptable for them to go down in order to alert the official is monumentally stupid.
But not surprising from TOOR, who makes up his own criteria for every single event and then uses that as the basis for telling himself he’s correct.

Salah had his arm pulled back. Yes it was soft, but you often see them given. It was not a dive like Kane or Alli would carry out where there is no contact at all.

Oh great. Winston is back with his debating style that everybody knows and loves. The old Straw man argument that your famous for comes into action again. I said he dives. Do player get to decide? Well yes they do. There's evidence of of every game. Players are fouled, they go down. Even if you stop on the halfway line after being pulled back, you've decided it.
Should it be that way? No. But it is. It will be until players are given fouls without going down. Which happens rarely in the box. I don't like diving as much as the next guy but would Salah have got a penalty if he didn't go down? Not in my opinion. So why should he allow himself to be fouled and just carry on?

The same thing happened at Palace with the game at 0-0, a gifted penalty for a Mo Salah dive.
Then there are countless times referees bottle giving penalties against Pool, usually at a key point in a game, for example v Spurs, Hudds, Watford, Wolves and Bournemouth etc etc

I agree it's a type of cheating. I've already said it was a dive. This is the strawman part of your argument. On the rest, it's not a fictional problem, anybody who's played the game at any level knows about the unwritten rule that you don't get penalties unless you go down. Until that changes, players will continue to go down. I don't like it either but the only way to stop it is to come out and say penalties will be given for fouls regardless of going down and anybody going down on purpose will be punished. As it stands, if there is a foul, you get a penalty when you go down, even if you could stay up and they don't punish it, either in real time or retrospectively, which is what happened.
This isn't something I've made up and if it wasn't you claiming it I'd be astonished that somebody was claiming it. This is simply how football works at the moment and until something changes it, players will go down and not get punished, even Liverpool players.
