I don't think that. I think that a player goes down when he has been fouled in the box as if he doesn't he most likely won't get a penalty. I think a player knows when he has been pulled back in the box, otherwise why would he have went down to make sure he got the penalty?
I don't agree with it as I believe penalties should be given even if you don't go down but until that happens, players will go down and you whining about it on a forum isn't going to change that. It's something we have to accept until they decide to change it.

TOOR, a player knows he has been touched.
It is not his decision as to whether he’s been fouled or not.
No, we don’t have to accept it. It’s cheating and it should be punished.
The idea that we should give players allowance to cheat just because of a few times where a referee makes a mistake is completely bonkers.

I didn't say it was his decision. Nobody thinks it is. I'm saying if he is fouled he goes down, otherwise he doesn't get the penalty. Everybody knows this, every player therefore does this and yet you seem oblivious to it. Until penalties are given without going down, then players will continue to do this and continue not to be punished for it, which is exactly what happened.
