Do you know how roads are paid for? Everyone pays for them. BUT, it is the motor vehicles that damage them and cause cost for repair. So technically those who don't damage the roads are paying more due to YOU damaging the roads. So if I do a quick calculation, you personally owe me £9,700 from the past 20 years or so. I assume you do cheques as you don't want any of this 3rd world online banking stuff so cheque is fine.

I could buy a nice big tent and draw some wheels on it and pitch it on traffic lane of a road and write on it "This tent identifies as a car" then I'd have the right to store my property on a public street. That means I could have accommodation anywhere there is parking.
