Well English players in general lack the technical ability that foreign players have. Plus more and more teams have started to enter the foreign market. Take for example Michu. Signed for 2m and in the first 6 months scored more goals than Carroll did.
I as a United fan want us to sign as many foreign players as possible as they are cheaper, better, more technical ability and are easier on the eye.
I think it's down to the fact most English strikers are really at their best when playing in a 442. Strike partnerships used to be one of the most important aspects of the English game. All the players you listed at the top played their best football with a strike partner.
Strike partnerships are becoming less important nowadays due to the importance of midfield dominance and teams employing 3 in the centre. English strikers suffer for this, in my opinion.
Rooney usually plays with a strike partner and as a result regularly seems to score quite a lot. Others less so.
It's also the reason for the lack of proper attacking mids in England, in my opinion.

Robbie Fowler only had a short spell of 20+ goals.
Les Ferdinand never came close to 20 after his spell at Newcastle.
Signed for 2m and in the first 6 months scored more goals than Carroll did.

A lot of it is to do with English strikers showing a severe lack of intelligence:
Sturridge is obviously not blessed in the brains department.
"In the Premier League, there is no bigger club than Liverpool".
Also, the PL is now a better league, because of foreign influence. Back then Serie A and La Liga had all the stars.
I think defending's got better as well, you don't tend to hear about nearly as many hat tricks these days, whereas Wright, Fowler et al would probably have hit smaller teams for three or four at a time, which massively ramps up their goal tally.

It remains to be seen whether Defoe will do as well this season but prior to that his best goalscoring season for Spurs was when he was partnered with Crouch and scored 18 goals. Redknapp tried tampering with the 4-4-2 formation we had after that season. Shearer and Cole certainly benefitted from strike partners too; Sutton and Yorke respectively.
Grant Holt and Kevin Davies play professional football here in England. Says it all.
Defending in the premier league has been pretty poor fr about 3 seasons now.
It does make me laugh when people readily dismiss a player's scoring record because they don't have to play against the exceptional defending talents of Clint Hill and Williamson.
No one really cares for the goal poacher any more. As others have said, 4-3-3 has pushed out the less technically sound forwards in favour of strikers with better link up play.
Considering that English strikers excel in the goal poaching aspect and don't fare too well in the technical side of the game, it seems natural that we would see a decline in English strikers getting the golden boot year in year out.
Either English forwards have to adapt to new formations or manager have to adapt to English forwards. My prediction is that, eventually, the former will happen and we may well see a resurgence in the English forward.
The last decent striker that we brought through our system was Mark Falco as I cannot really think of anyone else since so enjoy the following :-
