Opposition to ID cards is actually a pretty commonplace view especially on the Left, while my general hostility to private harvesting of data has been a discussion point for a decade, I just disagree with you that you can conflate state surveillance with transactional agreements. I think it's worth considering the personal the Government already hold.
The DVLA (driving licence) HMRC, and passport agencies are Government/state entities. The electoral agency also has a record of your home address, DoB etc.
For fraud prevention purposes your bank, credit card company, insurance, etc etc as well as the aforementioned state run entities can, and do share your data.
Not to mention all of your personal information held by social media companies. There are also extremely robust provisions in GDPR in regard to sharing personal data. And I suppose any objection to voter ID should be based on the scope/reasons for the Electoral commission processing your ID.

While I’m open eyed about what information the government has or does not have on me, the idea of forcing people to hand over personal or indeed biological information they may not have otherwise done, or indeed wanted to, under pain of disenfranchisement is excessive relative to the benefit it is attempting to provide (as per extremely small number of voter fraud cases as shared earlier).
