Were Liverpool not a big club then? They didn’t have the best manager, best team or masses of recent success?
The answer is yes Liverpool were then and are now a very, very big club. Just like United now.

Big clubs are big through tradition
Over the past 5 years for example, Napoli have been significantly 'better' than Milan. But Milan are still considered a bigger club and most players would chose 2 sign 4 Milan ahead of Napoli.
If you ask people what the biggest teams in Italy are, most would mention Milan, most would not mention Napoli.

Don't know about that currently. I'd say most players would rather sign for Napoli than Milan. Yes players look at history but the here and now plays a bigger part. For example of Chelsea finish fourth, players would rather sign for them, over United, despite United being the biggest club in the country.
But yes, as has already been mentioned, Wahl's football knowledge is very limited and great influenced by the here and now, when biggest clubs in most part is to do with history. By his own logic, Liverpool should be first however, European and World champions and league about to be wrapped up.
That of course is not how it works. United went into the 90s as a massive club, probably even second behind Liverpool but what they did in the next 20 years put them ahead as the biggest club. The gap is closing but history plays a massive part and therefore they're top of the board, when taking other factors into account.
You can’t just say “biggest club in most part is to do with history”. Why? Where’s this rule book that defines how to judge how big a club is?

If you want an order based on who had the most titles all time in order then this is it
Preston 2 1890
Sunderland 3 1895
Aston Villa 4 1899
Arsenal 7 1953

As I said, half the trophies and one European Cup to Liverpool's four. Everybody knew about Liverpool all over Europe going into the 90s considering they were the most successful club in the country and won the EC four times.
