I think they could do worse. Even if it was just one standout season and he fizzled off after, it wouldn't shock me, to be fair.
I don't know much about the current Norwich squad but we (Arsenal) definitely need to up our game big time if we're to stand a chance of finishing above them
I think all Utd need is a Bissouma and they are sorted

no surprises this year for top four. liverpool, man city, man united and chelsea. leicester and leeds will battle for fifth and then the rest.
if leeds small squad can stay healthy they may challenge top four. that's what the worlds best manager can do for you.

In a very average Prem, it is going to be extremely hard for Spurs not to have a better season than last season. They surely will not drop as many points from winning positions again, just half of the 20 points dropped would see Spurs comfortably top four. Spurs will surprise a lot next season.
I can also see Liverpool dropping out of the top four, they seemed to have peaked a couple of seasons back, and a slow decline will now set in.
Of the others West Ham and Arsenal could be up or around top six again.
City - Kane
United - Pau Torres
Chelsea - Haaland
Leicester - Berardi
We need a midfielder. I like Bissouma a lot. Would be happy with him.
Think city will win it again but if Chelsea get Haaland then they might sneak it.

City need a world class forward. Kane would be the best option.

I think Torres will find it hard to kill it from the bench. But he should improve in his second season, a lot of players do when playing for Pep.
I don’t think Bernardo would be too big a loss. I’m thinking more Sterling and Cancelo, if the rumours of their departure are to be believed.

Losing Cancelo would be a really big blow in terms of Pep’s tactical options. The way he used him last season as kind of an auxiliary DM in possession was genius, and Zinchenko can’t do the same job.
Knowing Pep though, he’d just conjure some other kind of impossible innovation out of nowhere to compensate.
If Haaland is 140-150m as rumoured, no way is Kane more than 125m. He is older, more injury prone and if he is ever going to win something the next move is his only chance. Haaland has time on his side and worth more.
Levy may want to keep Kane, and has the right to do so, whether the striker wants to stay and will fully commit may be another matter. Spurs have clearly indicated their ambition, or lack thereof, and Kane will judge for himself once the Benfica players start arriving.

Nothing is a shoe-in with the Premier League at all. There are no guarantees that Spurs will finish any higher next season really despite having Nuno and obviously good players.
I'll be shocked but not surprised if you don't have a better season this time around.

He didn't say he's better, he said he's worth more because he is.
Since 2019, Haaland has got 57 goals in 59 appearances for both Salzburg and Dortmund.
Kane in the same period has 57 goals in 83 appearances for Spurs.
Haaland being significantly younger as well, his value is obviously going to be much higher and the stats show you that, over the last 2 seasons, you're getting a better goals-per-game striker with Haaland than Kane. As a loose analysis anyway.
Kane is a better player than Haaland as it stands but that in no way means he's worth more.
"Prediction: 4th and a semi final"
Actually not far off in terms of what you wrote though. If we can get Varane over the line we definitely still need to address the midfield.
