Where does it say within the rules that Masi has to give one of two instructions regards cars unlapping themselves under the safety car?
Did Masi apply the regulation that's being debated or not Stevie?
If so, he only applied part of it.. akin to my penalty/red card analogy earlier.
If not, he made up his own rule which he cannot do.
There's nothing in the rulebook saying the race director can pick and choose bits and pieces of regulations. That would make regulations completely redundant and as I say we'd have Mario Kart anything goes racing.. as there would essentially be no rulebook any longer.

Denied Hamilton being out on his own as an 8 time champion. The financial loss and legacy loss for Hamilton is huge. FIA are gonna need deep pockets.

Think Hamilton denied that himself with his substandard performances this year.
How many times is that he's been in the lead of a Championship and failed to win it? I think that's 5 now. And three of them in dominant cars.
Think today cemented his true legacy of a 7-time Jacques Villeneuve.

He did not give that instruction...so he can't possibly have broken the regulations in this regard as he did not give the instruction to which those regulations apply
In his desire for there to be one last lap of racing to decide a world championship, he made a decision, at his discretion, as race director.
The only thing that should be argued here is whether he should have done that or not....but regulation 48.12 cannot be applied because he did not give the specific instruction mentioned in that regulation

There's also the issue that Verstappenay have overtaken the safety car, by the smallest of margins. So yes, Max is a disgusting cheat who should have a 5 second time penalty and therefore lose this tainted championship.

There is nowhere in the rules that states the race director can't make decisions at his own discretion
....as per what happened in SA with the "deal" being done with Red Bull regards where they would restart behind Hamilton and Ocon
You can't break rules that don't exist...that's the whole point mate
Max didn’t overtake the safety car, he overtook Lewis (the leader of the race, fractionally, twice) whilst under safety car conditions, which is against the rules.
I really hope it doesn’t come down to that. If you go an watch footage of it, we are talking centimetres.
