It is clear to anyone with a bit of football knowledge that Allen is a better footballer than Sigurdsson, hence why he is valued higher. How good can he be? He was loaned out by Reading, and then Hoffenheim. Not like either of those teams are overflowing with qulity players and now plays for Tottenham. If he was a better player, he'd be playing for a bigger and better team.

I wouldn't say footballing knowledge but certainly common sense says that Joe Allen is rated as a better player by Brendan Rodgers than Siggurdsson.
People forget that he managed and worked day in day out with both players.
At the end of the day Rodgers decided that he want worth the demands he was making and so he went to Spurs.
The fact the transfer dragged on shows that he was waiting for Liverpool to up the offer.

Rodgers decided Siggurdsson wasn't worth more than he had agreed to spend on him for Swansea. (he's right, why should another club need pay Siggurdsson more than what he already agreed to... Sounds greedy doesn't it?)
Rodgers, a coach with 20 years coaching experience has decided that Allen is worth more than Siggurdsson after working with them both!

I'm not claiming that the prices did have anything to do with ability. I'm simply saying that Sig was Liverpool's first target, Allen was their second.
The reason Allen went for £15m is because thats the least they could deal for, because of his contract clause.
As you say, just because Liverpool paid more for Allen, doesnt mean Allen was wanted more. Although the order in which they persued each player, does show us something.

Went for Sig as Rodgers thought he could do a job for Liverpool, but when his wage demands grew, not based on his ability but based on what club was signing him it didn't make sense.
Basically Spurs are paying him more than Swansea had agreed to pay him...

We thought Sig was worth 8mil and 40k a week maximum. Spurs offered more.
We thought Allen was worth 15 mil and some TBD wage packet.
It's obvious we have the money. We made a choice.

And believe it or not, the whole siggurdson transfer was delayed as Siggurdsson was waiting for an improved offer from Liverpool.
