I have no idea, I assume West Ham have a level of payment they are prepared to go up to and not beyond. Of course they will be trying to negotiate the lowest ammount they can.

They STILL have to beg to Newham, one of the UKs' poorest councils, to contribute money. Apart from the fact it once again opens up a "State aid" question.
