To suggest that he's presided over such a period of time in charge without being involved is simply ridiculous
Given the widespread corruption that has now been exposed thoughout Fifa, and in particular at executive level, Blatter is now in an impossible position.
Given the (according to the US prosecutors) damning evidence it is not beyond the realms of possibilities that Blatter could be charged at some stage too.

Blatter has always been the problem. Most FAs use the threat of a FIFA suspension to avoid prosecution in their home countries. No government will risk the voter backlash.
The only way to get him out will be by eroding his base. I can only hope that other governments use this as a springboard to go after the corrupt local bosses.
