I think given the contribution they have given to their clubs as well as the impact in big games, cups etc they are in the lower tier of top CM's. Thats not to say they have not done enough ability wise, achievement wise.
While I consider Scholes a phenomenal footballer who hasn't been adequately acknowledged internationally in terms of individual awards, he's also the only one I know of whose supporters have gone to great pains to compile a list of quotes about him from other footballers.
You could compile similar lists about other players. In fact, the thought just reminded that Gullit used to say that his favourite player was Rafa Gordillo - a lot of people here have probably never even heard of him.

Gerard doesn't event deserve to be mentioned in the same sentence as messi.

I feel Gerrard is more important to his club than Messi is to his. Gerrard has that romanticism with Liverpool FC which Messi has with his club, but i think Gerrards contribution is as important than any player on any list for what he has done for LFC.

I think Gerrard was fantastic, but not as good as the likes of Zidane, Xavi etc. His contribution has been immense but if he had won the league with LFC then i think he would be revered more.

For a time he carried a poor team on his back, kind of like what Van Persie did last season for Arsenal. That takes a lot of physical and mental strength.
His contribution in the final in Istanbul was a great achievement.
He has constantly scored and rised to the occasion on big games for his club.
Even internationally he has always played with his heart on his sleeve.
I cant think of many English players who have done what he has done with an average team and still try week in week out.

Won a few cups? The majority of which are second rate cup competitions? I'm sorry, but I think that people over-exaggerate his impact because of the running about he does/did. No doubt he has been the club's talisman for many years and if not for him, then they probably wouldn't have won as many trophies in that time. However, the fact that he could inspire them to cups, but not the league kind of emphasises my view - he is great on his day when the pace of the game suits him. But over the course of a league season when you will encounter some games that require more footballing nuance, he is found wanting.
